Compared to 2024, in 11 regions of Russia the permissible share of foreign workers has been reduced, including the Amur, Kaluga, Magadan, Orenburg, Ryazan, Samara, Chelyabinsk regions, the republics of Udmurtia and Dagestan, Krasnodar and Krasnoyarsk territories.
In the Republic of Dagestan, at the request of the region, a restriction on the use of foreign workers in construction is being introduced in the amount of up to 30% (in other regions in this area the restriction is set at 80%).
In the Kaluga region, a complete ban on attracting foreign citizens has been introduced in the production of baby food and dietary products, as well as in the provision of places for short-term accommodation. In the Orenburg region, foreign citizens cannot be attracted in the retail trade of alcoholic beverages, tobacco products, or passenger taxi activities.
In the Krasnodar Territory, a complete ban has been established on the involvement of foreign citizens in the fields of land passenger transport and road freight transport, and in the Krasnoyarsk Territory - in the field of growing vegetables.
As before, there is a ban on the employment of migrant workers in retail trade in non-stationary retail facilities, in markets and outside shops, tents, markets, as well as in pharmacies.
With the exception of the exceptions listed above, the draft resolution provides for the following distribution by regions of Russia:
