The innovations of the new Order are that fingerprinting and photography can now also be done abroad before entering Russia, and on the territory of Russia the Center for Migration Issues of the Ministry of Internal Affairs of Russia will be involved in this.
• Where can I get fingerprinted and photographed?
1) at the Center for Migration Issues of the Ministry of Internal Affairs of Russia;
2) in the territorial bodies of the Ministry of Internal Affairs of Russia at the regional and district levels in all cases, except when applying for a patent or when obtaining a work permit for HQS and foreign citizens sent from organizations registered in WTO member states;
3) to the Ministry of Internal Affairs of Russia at the regional level when applying for a patent or when obtaining a work permit by HQS and foreign citizens sent from organizations registered in WTO member states, if the decision was made by the head of the Ministry of Internal Affairs of Russia at the regional level;
4) in passport and visa centers (PVC) - in the territories of individual constituent entities of Russia, the list of which is established by the Ministry of Internal Affairs of Russia (Order of the Ministry of Internal Affairs of Russia dated March 20, 2024 No. 121);
5) on the territory of foreign states, the list of which is established by the Government of Russia, fingerprinting and photography are carried out by authorized officials of representative offices (representatives) of the Ministry of Internal Affairs of Russia abroad;
6) in Moscow, assistance from the Ministry of Internal Affairs of Russia will be provided by an organization authorized by this constituent entity of Russia (Multifunctional Migration Center).
• Who does not need to be fingerprinted and photographed?
The same categories of citizens as in the previous order are exempt from the obligation to undergo fingerprinting and photographing procedures, namely:
- citizens of the Republic of Belarus;
- children under 6 years old;
- employees of intergovernmental organizations, employees of foreign diplomatic missions and members of their families (for a current list of states whose diplomatic employees and members of their families still need to undergo fingerprinting and photography, see our news);
- stateless persons who have received a temporary identity card of a stateless person;
- refugees and persons who have received temporary asylum in Russia;
- temporarily or permanently residing foreign citizens.
The list of documents and requirements for photographs, including the appearance of a foreign citizen when photographed, remain the same. Documents in foreign languages, as before, must be translated into Russian and the translation must be notarized.
The order came into force on June 23, 2024.
