In order to speed up the procedure for issuing a patent for work, as well as to exclude possible violators from entering the Russian Federation, the Ministry of Internal Affairs intends to withdraw the preparation of the necessary documents by migrants (mainly from the CIS countries) outside Russia, to the homeland of such migrants.
So, in advance it will be necessary to pass exams for proficiency in the Russian language, knowledge of history and the basics of Russian legislation.
"We believe it is possible to use the resources of the passport and visa service of the Ministry of Internal Affairs of Russia to verify that there are no circumstances that prevent the entry of foreign citizens .... At the same time, obtaining a patent by a foreign citizen is complex and affects the competence of the Ministry of Health, the Ministry of Education and Science, the Bank of Russia and the Federal Tax Service." - noted in the department.
