In addition to the content of the relevant laws set out in our previous news on this topic, the Main Directorate of the Ministry of Internal Affairs of Moscow and the Moscow Region provide the following information:
1. On the issue of taking the Oath, going through the necessary procedures and applying for a passport of a Russian citizen, as well as putting a mark on the presence of Russian citizenship in the birth certificates of minor children, you must contact the departments for migration issues of the area of residence.
2. The passport of a citizen of Russia is issued by the federal executive body in the field of internal affairs or its territorial bodies from the date of admission to Russia of the DPR, LPR, Zaporozhye and Kherson regions and the formation of new subjects of the Russian Federation.
3. When applying for a passport of a Russian citizen, the persons specified in paragraph 1 undergo mandatory state fingerprining and photographing. If a citizen refuses to undergo mandatory state fingerprint registration and photographing, an application for issuing (replacing) a passport is not accepted for consideration.
4. Together with an application for the issuance of a passport, the list of documents submitted by a citizen:
- two portrait photographs sized 35 x 45 mm.
- Applicant's birth certificate (if any). Underage citizens who do not have one of the documents specified in the next subparagraph must submit a birth certificate without fail.
- one of the following documents proving the identity and citizenship of the applicant: a document proving the identity and citizenship of Ukraine, DPR, LPR, containing information about registration at the place of residence on the territory of the DPR, LPR, Kherson or Zaporozhye regions in any period before the day of admission to Russia DPR, LPR, Kherson or Zaporozhye regions and the formation of a new entity within the Russian Federation, either with a certificate of registration issued to the ID-card, or a passport of a USSR citizen of the 1974 model, or a residence permit of a stateless person on the territory of Ukraine, DPR , LPR, or a temporary identity card of a stateless person in Russia, or a certificate of temporary asylum on the territory of Russia, issued to a person who does not have other documents proving the identity and citizenship of Ukraine, which contain a mark of registration at the place of residence on the territory of the DPR, LPR, Kherson or Zaporozhye regions on the specified date.
- documents required for making a mark in the passport on registration at the place of residence of an underaged citizen who does not have one of the documents specified in subparagraph above (for example, a certificate of registration at the place of residence, or a mark on registration in a birth certificate, or an address certificate of the Military-civil administration of Zaporozhye or Kherson region, or a copy of the parent's registration card with a record of the child's registration, or a house book). Documents are submitted if available.
5. Applicants who have expressed a desire to make marks in the passport, made at the request of a citizen, are provided with:
- an application for making marks in the passport.
- a document on marriage or divorce issued by the competent authority of a foreign state (in the case of registration of a civil status act by a competent authority of a foreign state).
- birth certificate of children - citizens of Russia who have not reached the age of 14.
6. Documents presented by a citizen, executed in a foreign language, without duplication of entries in them in the state language of Russia (Russian), are subject to translation into Russian. The accuracy of the translation or the authenticity of the translator's signature must be certified in accordance with Russian legislation on notaries.
7. The passport is issued without the collection of the state fee established by subparagraph 17 of paragraph 1 of Article 333.33 of the Tax Code of Russia.
If the applicant refuses to take the Oath of a citizen of Russia, a passport is not issued.
8. In accordance with paragraph 1 of Art. 5 of these laws, citizens of the DPR, LPR and Ukraine, as well as stateless persons permanently residing in the territories of these regions as of September 30, 2022 (the date of entry into force of agreements between Russia and the DPR, LPR, Zaporozhye and Kherson regions), citizens of the DPR, LPR and Ukraine, as well as stateless persons who previously lived in these territories, but left for Russia, including through the territories of third countries, as well as minor children of the above persons.
With regard to citizens of Ukraine who are not subject to the laws that entered into force on September 30, 2022, work on accepting applications for acquiring Russian citizenship in accordance with previously adopted regulatory legal acts of Russian legislation continues in the prescribed manner.
Also, the Main Directorate of the Ministry of Internal Affairs for Moscow recommends not to rush to apply to the migration department/multifunctional service center for a passport, wait a couple of weeks until they receive all the instructions.
It is impossible to issue a passport outside Russia at Russian consulates, only on the territory of Russia at the migration department at the place of residence/stay.
