The Ministry of Internal Affairs does not accept notifications on the conclusion of employment contracts with foreigners on paper

Recently, employers in Moscow and the Moscow region, hiring foreign citizens on the basis of an employment contract, have been faced with a situation where notifications of the conclusion and termination of an employment contract, submitted on paper directly to the territorial body of the Ministry of Internal Affairs at the regional level, are not accepted. Instead, Ministry of Internal Affairs propose submitting notifications electronically through the Unified Portal “State Services” (Gosuslugi).

Meanwhile, Order of the Ministry of Internal Affairs No. 536 of July 30, 2020, according to clause 8 of which notifications of the conclusion and termination of an employment contract can be submitted on paper directly to the territorial body of Ministry of Internal Affairs at the regional level, continues to be in force and has not been changed or canceled up to date.

We have sent a request to the Ministry of Internal Affairs for clarification and legal justification for such actions by employees of the Ministry of Internal Affairs, and we will inform you about the answer as soon as we receive it.
