The Russian Ministry of Internal Affairs (MVD) has approved a new application form for attracting foreign highly qualified specialists (HQS). Order No. 463, issued on July 15, 2025, amends the current administrative regulations. For employers, this means a mandatory transition to the updated form of the document when processing permits for foreign employees of the HQS category.
The key change is the new application form, which is Appendix No. 1 to Order No. 751 of the Russian MVD dated October 6, 2023. Submitting documents using the old version after the specified date is not permitted and will lead to a refusal of acceptance by the Russian MVD.
