On January 22, 2017 the Head of the Department on migration issues of Russian Interior Ministry Olga Kirillova informed that Interior Ministry planned to introduce mandatory fingerprinting of all foreign citizens entering Russia.
The Head said to Russia-24 channel: “The changes are in process, we also plan to fingerprint not only working migrants but also all foreign citizens entering Russia”

Olga Kirillova reported that Department on migration issues of Russian Interior Ministry created after the dissolution of the Federal Migration Service (FMS), almost staffed and already worked in normal regime.
Earlier the first Deputy of Interior Minister, Alexander Gorovoy, said that all foreign citizens arriving in Russia would pass the procedure of fingerprinting. According to him, the system may start working in 2017. Previously, the Civic Chamber sent the corresponding request to the Ministry. The measure is needed to solve terrorism problem.
