In March 2017, the Ministry of Internal Affairs of Russia prepared the draft Order of the Ministry of Internal Affairs of Russia "On the forms and procedure for notification of the Ministry of Internal Affairs of the RF on the performance by foreign citizens of work in the territory of the RF" (hereinafter - draft Order).
The draft Order was prepared due to the need to update the forms and procedure for notifying the supervisory authority on the work of foreign citizens in Russia - due to the abolition of the FMS and the transfer of its functions to the Ministry of Internal Affairs.
The draft Order specifies the rules for filing the request of a foreign citizen to the hiring as a highly qualified specialist, the rules for processing notifications on the performance by employers and customers of works (services) of obligations to pay wages (remuneration) to such specialists, on concluding and terminating of the labor or civil-law contracts for the performance of works (services) with a foreign citizen or a stateless person.
In case of the adoption of this draft Order, the current forms and procedures approved by the FMS of Russia are planned to be declared invalid.
