On December 1, 2016, the Russian Interior Ministry put into discussions the draft federal law "On Amendments to the Code of Administrative Offences on the tightening of liability for violations of registration of permission documents for foreign citizens and stateless persons", aimed at improving of regulations of illegal migration to ensure Russia's national security. The draft provides the tightening of liability for violations of the established procedure of registration of documents for the right of stay (residence) of foreign citizens in the RF, as well as the establishment of administrative responsibility for violation of the order of registration of documents for work of a foreign citizen or stateless person in Russia.
It is proposed to amend the sanction of the third part of the Article 18.9 of the Administrative Code of the RF, that means the possibility of increasing sizes of administrative fines imposed on citizens - up to 5 thousand rubles, for officials - up to 50 thousand rubles, for legal entities - up to 500 thousand rubles (as amended up to 4, 30, 300 thousand rubles, respectively) for providing the premises or vehicle or other services to foreign citizens or stateless persons who stay in Russia violating the established order or the rules of transit through Russian territory.
In addition, it is proposed to establish administrative responsibility for the provision by the unauthorized person services of registration of documents for the right to work in Russia for foreign citizens or persons without citizenship, as well as for violation of the established procedure for registration of these documents, supplementing the Article 18.15 of the Administrative Code of the RF with the sixth part and providing administrative penalty imposed on citizens in the amount from 2 to 5 thousand rubles, for officials - from 25 to 50 thousand rubles, for legal entities - from 250 to 800 thousand rubles.
