The Russian Ministry of Internal Affairs has prepared a bill on amending the Federal Law "On migration registration of foreign citizens in Russia" based on the recent Resolution of the Constitutional Court of Russia No. 22-P, on which Confidence Group has informed you recently.
The bill proposed to abolish the registration of foreign citizens on legal entities: foreign citizens will need to be registered at the place of stay with individuals or legal entities in which the foreign citizen actually lives or performs work.
The draft amendment to the law defines that the host party can be a person who provides a foreign citizen with a place for living. It also defines the "place of stay" as a place where a foreign citizen actually stays.
Foreign citizens who are not registered at the place of stay are subject to administrative liability for violation of the rules of migration legislation.
The draft law is at the stage of examination, it has not been yet submitted to the State Duma for consideration.
