The Russian Ministry of Internal Affair has adopted Order No. 738 as of September 28, 2017 approving:
- the procedure for the formation and operation of commissions for the recognition of a foreign citizen as a Russian-language speaker;
- requirements for specialists who are members of the commission for the recognition of a foreign citizen as a Russian-language speaker;
- rules for the conduct an interviewee of a commission with a foreign citizen;
- requirements to the application form for recognition of a foreign citizen as a Russian-language speaker and to the form of a decision of the commission for recognizing a foreign citizen or stateless person as a native speaker of the Russian language on recognition of a foreign citizen as a Russian-language speaker.
