On January 10, 2018, the Ministry of Internal Affairs of Russia adopted Order No. 9 of the Ministry of Internal Affairs on 2 years HQS employment ban procedure. This procedure is adopted in place of the same FMS procedure.
The following changes have been made to legal regulation. The decision on this ban is taken by chief or deputy chief of the Main Administration of the Ministry of Internal Affairs of Russia or head of territorial body of the Ministry of Internal Affairs (or a person performing his duties). The decision is made within 15 working days from the day of revealing the reasons provided for by the procedure (a month period was earlier stipulated). If authorized head takes a decision to prepare a draft decision on ban of employing, the official prepares this project within 3 working days (previously it was provided for a period of 5 working days). No other significant changes were made.
