On November 18, 2019, a public discussion began on the initiative of the Ministry of Internal Affairs of Russia on amendments to the Federal Law as of July 18, 2006 No. 109-ФЗ “On migration registration of foreign citizens and stateless persons in Russia”, which stipulate the right of foreign citizens to register at the place of residence through government services portal.
At the moment, for registration at the place of residence, a foreign citizen must personally contact the Ministry of Internal Affairs at the location of the place of residence.
The Ministry of Internal Affairs notes that “there is a need to prepare a draft federal law providing for the possibility of registration (deregistration) of foreign citizens and stateless persons at the place of residence through multifunctional centers, as well as using the unified portal of state and municipal services”.
