On December 21, 2018, the Ministry of Internal Affairs of Russia approved the “Report on the results of law enforcement practice, statistics of typical and mass violations, as well as guidelines on compliance with mandatory requirements in migration sphere”, outlining the results of migration practice in 11 months of 2018.
The most common violations in migration sphere were listed:
- non-fulfillment by the inviting party of obligations in connection with the implementation of migration registration;
- attraction to labor activity in Russia of foreign citizens or stateless persons without of a work permit or patent;
- violation by a foreign citizen or a stateless person of a regime of residence (residence) in Russia, expressed in the absence of documents confirming the right to stay (residence) in Russia, or in the event of the loss of such documents in failure to file an application for loss to the relevant authority or in evasion departure from Russia after a certain period of stay;
- employment by a foreign citizen or stateless person in Russia without work permit or patent;
- submission in the course of migration registration of deliberately false information about a foreign citizen or a stateless person or false documents by the receiving party.
The report listed requirements for compliance with the legislation of Russia in migration sphere by legal entities and individual entrepreneurs interacting with foreign citizens (employers, hotels, etc.)
