The Ministry of Internal Affairs of Russia has approved a new form of application for the involvement of the HQS

On November 14, 2023, the order of the Ministry of Internal Affairs of Russia dated October 6, 2023 No. 751 “On establishing the form of an application from an employer, customer of work (services) to engage a highly qualified specialist” (hereinafter referred to as the Order) was published on the legal information portal.

This is due to the entry into force of the Federal Law of July 10, 2023 N 316-FZ “On Amendments to the Federal Law “On the Legal Status of Foreign Citizens in Russia” (more details in our news).

The law establishes, in particular, that the form of the application for the involvement of the HQS will be approved by the Ministry of Internal Affairs of Russia, and not by the Government of Russia; this norm comes into force on January 7, 2024.

The Order approving the new form also comes into force on January 7, 2024.
