This order approves new forms of notifications and applications related to the employment of foreign citizens in Russia.
In particular, the order amends the following forms of documents:
- the form of an application for the issuance of a work permit
- application form for the extension of a work permit
- application form for the issuance of a duplicate work permit
- Application form for amendments to the information contained in a work permit
- Form of notification of the conclusion of an employment contract or civil-law contract for the performance of work (provision of services) with a foreign citizen
- Form of notification of the termination of an employment contract or civil-law contract for the performance of work (provision of services) with a foreign citizen
- form of a foreign citizen's petition to be hired as a VCS
- form of notification of the employment of a foreign national by an organization providing services for the employment of foreign nationals in Russia
- form of notification on the fulfillment by employers and customers of works (services) of obligations to pay wages to a foreign citizen (stateless person) - a VCS
The amendments are related to the involvement of Migration Centers (MCM) in the performance of a number of functions and powers of the Ministry of Internal Affairs concerning the employment of foreign citizens and stateless persons - highly qualified specialists (HQS). Also, the points on the place of birth of a foreign citizen have been removed from the application for engagement as a HQS and the notification on payment of the HQS salary, and the notification on payment of the HQS salary and on conclusion and termination (termination) of labor and civil law contracts with foreign citizens may now be signed by the UNEP and PEP (previously such notifications had to be signed by the UKEP when sent electronically).
The Order and the forms approved by it enter into force on January 1, 2024.
