Confidence Group informs you that on May 30, 2021, the Order of the Ministry of Internal Affairs of Russia dd. March 31, 2021 No 186 "On approval of the Administrative Regulations of the Ministry of Internal Affairs of the Russian Federation for the provision of state services for the issuance of passports of a citizen of the Russian Federation, certifying the identity of a citizen of the Russian Federation outside the territory of the Russian Federation "(Registered in the Ministry of Justice of Russia on May 19, 2021 No 63515) goes into effect.
Hereby we report you with the main positions of this document:
• The circle of applicants is designated. He/she can be either a citizen of the Russian Federation residing in the territory of the Russian Federation who has applied for a passport, or a citizen of the Russian Federation living outside the territory of the Russian Federation who has applied for a passport in the territory of the Russian Federation.
• The term for the provision of public services has not changed and should not exceed: 1 month when submitting documents in the territory of the constituent entity of the Russian Federation, in which the citizen of the Russian Federation is registered at the place of residence and 3 months when submitting documents at the place of stay of the applicant or at the place of his appeal. However, the period for submitting an application is now calculated also when submitting an application in the form of an electronic document using the State Service portal.
• For the provision of public services, a state fee is still charged in the following amounts:
(1) for the issuance of a passport proving the identity of a citizen of the Russian Federation outside the territory of the Russian Federation - 2,000 rubles;
(2) for the issuance of a passport proving the identity of a citizen of the Russian Federation outside the territory of the Russian Federation to a citizen of the Russian Federation under the age of 14 - 1,000 rubles;
(3) for making changes to the passport that certifies the identity of a citizen of the Russian Federation outside the territory of the Russian Federation - 500 rubles;
Since, according to the amendments to the Tax Code of the Russian Federation, from January 1, 2021, the state duty for issuing a document instead of a lost or worn-out one is not paid by persons affected by an emergency (due to which the document became unusable), these amendments also found their way reflected in the Order.
• The state service is provided by the Ministry of Internal Affairs of Russia.
• All forms of required documents are provided by the Order.
