The Russian Ministry of Internal Affairs (MIA) has adopted Order No. 700 as of September 4, 2017, which provides:
- requirements for the content and mandatory details of a written proposal for the entry of a highly qualified specialist (HQS) to Russia. These requirements apply to the proposals from employers to a foreign citizen who claimed to be a HQS for entry to Russia for discussion of work conditions in Russia;
- the procedure for the interaction of the Russian MIA, its territorial bodies at the regional level, and diplomatic missions or consular offices of Russia on issuing ordinary business visa to a foreign citizen.
