The Ministry of Internal Affairs of Russia has presented a draft of a new order that will change the form of notifications for the hiring of foreign citizens starting September 1, 2026. The document, posted for public discussion until March 26, 2026, will replace the current Order No. 536 and will remain in effect until 2032.
The draft order introduces changes to the following forms:
- The form of a foreign citizen's petition for their recruitment as a highly qualified specialist (HQS);
- The notification form for the employment of a foreign citizen by an organization providing employment services for foreign citizens in the territory of the Russian Federation;
- The notification form for employers and clients (for work/services) fulfilling obligations to pay wages (remuneration) to a foreign citizen who is an HQS;
- The notification form for concluding an employment contract or a civil law contract for the performance of work (provision of services) with a foreign citizen;
- The notification form for the termination (cancellation) of an employment contract or a civil law contract for the performance of work (provision of services) with a foreign citizen.
The new notification forms for foreign employees developed by the Ministry of Internal Affairs contain a number of important clarifications:
Contract term. When hiring a foreign national, the notification will require specifying the duration of the employment contract or indicating that it is indefinite.
Reporting for HQS. The reporting rules for highly qualified specialists will change: the field for profession will be removed from the salary payment notification form, but a field for the employee’s Taxpayer Identification Number (INN) will be added.
Personal data. The new procedure for submitting notifications will require employers to attach a separate consent for the processing of personal data, which was not previously required (under the current order, consent is not required as a separate document, as it is incorporated into the forms themselves).
The order is planned to take effect on September 1, 2026, and will remain in force until September 1, 2032.
The public discussion of the draft is scheduled to conclude on March 26, 2026.
