On October 28, 2019, the Order of the Ministry of Internal Affairs of Russia as of July 30, 2019 No. 514 “On approval of the Administrative Regulations of the Ministry of Internal Affairs of Russia on the provision of state services for the implementation of migration registration of foreign citizens and stateless persons in Russia, foreign application forms citizen or stateless person about registration at the place of residence, notification of the arrival of a foreign citizen or stateless person at the place of stay, registration marks (deregistration) a foreign citizen or stateless person at the place of residence, notes on confirmation of the fulfillment by the receiving party and the foreign citizen or stateless person of the actions necessary for his registration at the place of stay, affixed, including by the multifunctional center for the provision of state and municipal services” entered into force.
The specified Order of the Ministry of Internal Affairs of Russia affirms:
- administrative regulations of the Ministry of Internal Affairs of Russia on the implementation of migration registration;
- application form for a foreign citizen to register at the place of residence;
- form of notification of arrival of a foreign citizen at the place of stay;
- form of a note on registration of a foreign citizen at the place of residence;
- form of a note on the removal of a foreign citizen from registration at the place of residence;
- form of a note confirming that the receiving party and the foreign citizen have completed the actions necessary for registering them at the place of stay.

The order of the Ministry of Internal Affairs of Russia of November 23, 2017 No. 881 expired on October 28, 2019.
Compared with the Order of the Ministry of Internal Affairs of Russia, which is becoming invalid, a form of a note on the removal of a foreign citizen from registration at the place of residence is introduced.
Significant changes (browse of changes: part 1, part 2) were made to the notification form on arrival of a foreign citizen at the place of stay.
