On September 3, 2017, the President of the RF adopted a decree approving the new application form for admission to Russian citizenship, and in Moscow the Ministry of Internal Affairs began accepting applications for admission to Russian citizenship with a simplified procedure for a number of categories of foreign citizens. These categories are provided in p. 2 of art. 14 FZ as of 31.05.2002 № 62-FZ "On citizenship of the RF".
Clause "e" of p. 2 of art. 14 of this Federal Law provides that foreign citizens residing in the RF have the right to apply for admission to the citizenship of the RF in a simplified manner without complying with the term of residence if they received after July 1, 2002 vocational education in basic professional educational programs with a state accreditation - in educational or scientific organizations of the RF on its territory and carry out labor activity in the RF in aggregate not less than three years prior to the day of applying for admission to the state the RF. At the same time, in the specified period, the employer must be assessed premiums to the Pension Fund of the RF for such foreign citizens and stateless persons.
Also in accordance with clause "d" of p. 2 of art. 14 of this Federal Law, foreign citizens who have a son or daughter who have attained 18, who are citizens of the RF and recognized as incompetent or limited in capacity by decision of a court that has entered into legal force, can obtain citizenship of the RF in a simplified manner, - in case of another parent of that Russian citizens who is also a citizen of the RF has died - has been recognized as incompetent or limited in capacity by decision of a court that has entered into legal force is deprived of parental rights or is restricted in parental rights.
For the purposes of implementing these norms, the presidential Decree No. 410 of September 3, 2017 was adopted, which approved the new application form for admission to Russian citizenship, which takes into account these legislative requirements.
In fulfillment of this legislative norm, the subdivisions of the General Administration for Migration Issues of the Ministry of Internal Affairs of Russia began accepting applications of such foreign citizens for admission to Russian citizenship in Moscow. At the same time in the Moscow region in practice, such applications are not accepted at the moment.
