In accordance with paragraph 13 of Article 13.2 of the Federal Law of July 25, 2002 N 115-FZ "On the Legal Status of Foreign Citizens in Russia", notification is submitted quarterly no later than the last working day of the month following the reporting quarter.
The next reporting period for filing notifications about the salaries of highly qualified specialists began on April 1, 2025.
Thus, the notification of payment of wages or remuneration of the HQS for the 1st quarter of 2025 must be submitted no later than April 30, 2025.
Failure to fulfill the obligation to notify about the payment of wages, violation of the procedure or form of notification shall entail the imposition of an administrative fine:
- for officials in the amount of 35,000 to 70,000 rubles;
- for legal entities - from 400,000 to 1,000,000 rubles - for each identified case of violation of the form or deadline for filing a document.
We especially draw your attention to the fact that at the moment the most common reasons for bringing employers to administrative responsibility are violation of the notification form - in particular, sending notifications on an outdated form, sending forms by mail to organizations that are not responsible for such issues, including to incorrect addresses of the Ministry of Internal Affairs departments.
We also remind you that on March 1, 2024, a law came into force changing the requirement for the level of wages (remuneration) of highly qualified specialists from 167 thousand rubles per month to 750 thousand rubles per quarter.
Please note that incorrect or incorrectly filled out forms are not accepted by the Ministry of Internal Affairs, and notifications sent on such forms are not entered into the database by the Ministry of Internal Affairs employees. Therefore, when sending notifications independently, employers may make mistakes that may lead to the risk of receiving a fine due to late processing of notifications.
The volume of notifications submitted to the Ministry of Internal Affairs by employers is quite high, especially towards the end of the reporting month, which creates the risk of untimely processing of these notifications by the Ministry of Internal Affairs employees. Therefore, we ask you to give us the signed forms no later than April 15, 2025, to be sure of the timely acceptance and processing of notifications by the Ministry of Internal Affairs of Russia.
