Employers and clients of works (services) who hire highly qualified specialists are required to notify the Russian Ministry of Internal Affairs quarterly about the fulfillment of their salary (remuneration) payment obligations to HQS.
According to clause 13, article 13.2 of the Federal Law No. 115-FZ dated July 25, 2002 "On the Legal Status of Foreign Citizens in Russia", the notification must be submitted quarterly no later than the last working day of the month following the reporting quarter.
The next reporting period for submitting HQS salary notifications began on October 1, 2025.
The notification regarding the payment of salary or remuneration to HQS for Q3 2025 must be submitted no later than October 31, 2025.
Failure to fulfill the notification obligation, or violation of the notification procedure or format, entails an administrative fine:
- For officials: from 35,000 to 70,000 rubles;
- For legal entities: from 400,000 to 1,000,000 rubles – for each identified case of violating the document's format or submission deadline.
We would like to specifically draw your attention to the fact that currently, the most common reasons for employers being held administratively liable are violations of the notification format – in particular, submitting notifications using an outdated form, or mailing forms to organizations not responsible for such matters, including to incorrect addresses of Ministry of Internal Affairs departments.
Please note that incorrect or improperly completed forms are not accepted by the Ministry of Internal Affairs, and notifications submitted on such forms are not entered into the database by Ministry of Internal Affairs staff. Therefore, when submitting notifications independently, employers can make mistakes that may lead to the risk of receiving a fine due to late processing of the notifications.
The volume of notifications submitted to the Ministry of Internal Affairs by employers is quite high, especially towards the end of the reporting submission month, which creates risks of these notifications not being processed in a timely manner by Ministry of Internal Affairs staff. Therefore, we ask you to provide us with the signed forms by October 15, 2025, to ensure the timely acceptance and processing of the notifications by the Russian Ministry of Internal Affairs.
