Employers, as well as customers of works (services) that attract highly qualified specialists, are required to notify every quarter the territorial division for migration of the Ministry of Internal Affairs of Russia of the fulfillment of obligations to pay salaries (remuneration) to the HQS.
In accordance with paragraph 13 of Art. 13.2 of the Federal Law of July 25, 2002 N 115-FZ "On the Legal Status of Foreign Citizens in Russia" notification is submitted quarterly no later than the last business day of the month following the reporting quarter.
The next reporting period for submitting HQS salary notifications began on April 1, 2023.
Thus, a notice of payment of salaries or remuneration of a HQS for the 1st quarter of 2023 must be submitted no later than April 28, 2023.
