Employers, as well as customers of work (services) who hire highly qualified specialists, are required to quarterly notify the Russian Ministry of Internal Affairs about the fulfillment of their obligations regarding the payment of wages (remuneration) to HQS.
In accordance with clause 13, article 13.2 of Federal Law No. 115-FZ dated July 25, 2002 "On the Legal Status of Foreign Citizens in Russia," the notification must be submitted quarterly no later than the last working day of the month following the reporting quarter.
The next reporting period for submitting salary notifications for HQS began on January 1, 2026.
The notification regarding the payment of wages or remuneration to HQS for Q4 2025 must be submitted no later than January 30, 2026.
Failure to fulfill the obligation to notify about wage payments, or violation of the notification procedure or form, entails the imposition of an administrative fine:
- For officials: from 35,000 to 70,000 rubles;
- For legal entities: from 400,000 to 1,000,000 rubles – for each identified case of violating the form or deadline for submitting the document.
We particularly draw your attention to the fact that, currently, the most common reasons for holding employers administratively liable are violation of the notification form – specifically, submitting notifications using an outdated form, sending forms by mail to organizations not responsible for such matters, including to incorrect addresses of Russian Ministry of Internal Affairs departments.
We draw your attention to the fact that incorrect or incorrectly completed forms are not accepted by the Russian Ministry of Internal Affairs, and notifications submitted on such forms are not entered into the database by ministry employees. Therefore, when submitting notifications independently, employers may make errors that could lead to risks of receiving a fine due to delayed processing of notifications.
The volume of notifications submitted to the Russian Ministry of Internal Affairs by employers is quite high, especially towards the end of the reporting month, which creates risks of these notifications not being processed in a timely manner by ministry employees. Therefore, we ask you to provide us with the signed forms by January 20, 2026, to ensure timely acceptance and processing of the notifications by the Russian Ministry of Internal Affairs.
