In accordance with Art. 13.2 of Federal Law No. 115-FZ of July 25, 2002 “On the Legal Status of Foreign Citizens in Russia”, notification is submitted quarterly no later than the last working day of the month following the reporting quarter.
Failure to fulfill obligations to notify about the payment of wages, violation of the procedure or form of notification involves the imposition of an administrative fine:
- for officials in the amount of 35,000 to 70,000 rubles;
- for legal entities - from 400,000 to 1,000,000 rubles - in relation to each identified case of violation of the form or deadline for filing a document.
We especially draw your attention to the fact that at the moment the most common reasons for bringing employers to administrative responsibility are violations of the notification form - in particular, sending notifications using an outdated form, sending forms by mail to organizations that are not responsible for such issues, including incorrect addresses of departments of the Ministry of Internal Affairs.
We also remind you that on March 1, 2024, a law came into force changing the requirement for the level of wages (remuneration) for HQS from 167 thousand rubles per month to 750 thousand rubles per quarter.

We also remind you that from January 1, 2024, a new form of notification of the fulfillment of obligations to pay salaries to HQS is in effect (more details in our news).
Please note that incorrect or incorrectly completed forms are not accepted by the Ministry of Internal Affairs, and notifications sent on such forms are not entered into the database by employees of the Ministry of Internal Affairs. Therefore, when sending notifications themselves, employers may make mistakes that can lead to the risk of receiving a fine due to late processing of notifications.
The volume of notifications from employers submitted to the Ministry of Internal Affairs is quite high, especially towards the end of the month of reporting, which creates risks of failure to timely process these notifications by employees of the Ministry of Internal Affairs. Therefore, we ask you to provide us with the signed forms before April 23, 2024, in order to be confident in the timely receipt and processing of notifications by the Russian Ministry of Internal Affairs.
