The Order of the Ministry of Labor of Russia dated 05.04.2022 No. 199n approving a new list of professions (specialties, positions) of foreign citizens and stateless persons - qualified specialists who have the right to admission to Russian citizenship in a simplified manner was published on May 13, 2022.
The old list containing 135 professions (specialties, positions) of foreign citizens, approved by the Order of the Ministry of Labor of Russia dated 25.11.2019 No. 734n, will be terminated from the moment the new one enters into force.
173 professions (specialties, positions) are divided into 14 sections in the new list.
Particularly, the list includes doctors of various specialties, paramedical personnel, pharmacists, teachers, workers in agriculture, animal husbandry, veterinary medicine, enterprises of the agro-industrial complex, food industry, geologists, computer software developers, mechanics and repairers of aircraft, ships and railway rolling stock, workers in the field of construction.
At the same time, the following professions (specialties, positions), previously included in the old list, were excluded from the new one:
· Host of the program;
· Doctor of the station (department) of emergency and emergency medical care;
· Cardiorheumatologist;
· Laboratory assistant;
· Specialist doctor;
· Epizootologist;
· Gas welder;
· Director of economics;
· Zootechnician;
· Engineer for the introduction of new equipment and technology;
· Mining engineer;
· Oil and gas production engineer;
· Instrumentation and automation engineer;
· Master of drilling;
· Mathematician;
· Nurse;
· Machine operator;
· Installer for the installation of steel and reinforced concrete structures;
· Installer of sanitary systems and equipment;
· Fish farmer;
· Assembler of electronic equipment products;
· Mechanic for repairing agricultural equipment;
· Mechanic for repairing agricultural machinery;
· Mechanic for repairing agricultural machinery;
· Specialist in mechanical engineering technology;
· Technologist of agricultural production;
· Miller;
· Electrician of the site;
· Electric welder on automatic and semi-automatic machines;
· Entomologist.
This means that foreign citizens working in professions (specialties, positions) excluded from the new list will no longer be able to apply for admission to Russian citizenship in a simplified manner. They will have to think about the selection of other grounds for this.
But these are not all the negative consequences for foreign citizens entering the Russian Federation in order to carry out labor activities in the Russian Federation in a profession (specialty, position) excluded from the list under discussion.
Now their relatives will no longer be able to issue invitations and ordinary work visas for the "accompanying family member" purpose of traveling. The possibility of extending work visas for accompanying family members in this situation is also impossible.
Similar risks may also arise for those foreign citizens whose professions (specialties, positions) are spelled out in the new list differently than in the old one:
