The authors of the draft law were the "A Just Russia" faction headed by Sergei Mironov. The explanatory note states that a wide range of people are involved in illegal activities to provide migrants with temporary residence permits, residence permits and Russian citizenship, and this activity is carried out, among other things, in the illegal registration of foreign citizens, issuing them patents, certificates of proficiency in the Russian language, knowledge of Russian history and the basics of Russian legislation, concluding fictitious marriages and fictitious establishment of paternity, causing tension in society and threatening the safety of citizens.
The draft law proposes to punish the organization of such illegal activities with imprisonment for up to five years with or without restriction of freedom for up to two years. If this activity is carried out by a group of people, using their official position, or is aimed at committing a crime on the territory of Russia - up to seven years, with restriction of freedom for up to two years and fines of up to 500 thousand rubles or income for a period of up to three years, or without it.
We also remind you that a number of other draft laws have been submitted to the State Duma of Russia aimed at combating crimes committed by foreign citizens on the territory of Russia, as well as at toughening penalties for organizing illegal migration.
