An exception may be made for those Russian citizens whose purpose of travel is to visit close relatives (parents, officially registered spouses, de facto spouses and children), work and study in Norway or other Schengen countries.
Norway's visa rules for Russian citizens were tightened in the spring of 2022, after which the issuance of tourist visas to Russian citizens largely ceased.
From October 3, 2023, a ban was introduced on the entry into Norway of passenger cars with Russian license plates with a capacity of up to nine people.
Norway is not a member of the EU, however, according to an official statement, the restrictions imposed are dictated by the need to support allies in reacting against Russia's military actions in Ukraine.
Previously, the authorities of the EU countries were unable to agree on a ban on issuing visas to Russians, but subsequently a decision was made to suspend the agreement on a simplified visa regime (read more about the consequences of this suspension in our news).
Also in September 2022, Latvia, Lithuania, Estonia and Poland agreed not to allow Russian citizens with Schengen visas into their territory.
