    By Decree No. 738 "On the Concept of the State Migration Policy of the Russian Federation for 2026-2030", published on October 15, 2025, Russian President Vladimir Putin approved the new Concept of the State Migration Policy of Russia for 2026-2030. The document, which will replace the current strategy effective until 2025, defines the key goals and priorities in the field of migration regulation.

    Key focuses of the new concept

    One of the central tasks is combating illegal migration. The authorities also plan to restrict the stay in the country of foreign citizens not engaged in work or study, and their family members, to reduce the burden on the social sphere and healthcare.

    Integration instead of isolation

    Another important focus is the systematic integration and adaptation of migrants. The document explicitly prohibits the formation of ethnic enclaves and instructs regional authorities to prevent spatial segregation. Simultaneously, infrastructure is being created to assist with adaptation, and priority is given to foreigners who share traditional Russian values.

    Goals until 2030

    By 2030, the authorities plan to achieve a number of specific results:
    - Reduction in the number of illegal migrants.
    - Increase in the flow of foreign students to Russian universities.
    - Attraction of labor resources through targeted organized recruitment based on the needs of the economy.
    - Creation of conditions for the return to their homeland of residents of the new regions of Russia (DPR, LPR, Zaporizhzhia and Kherson regions) who have gone abroad.
