On 15 April 2021, the Russian Government adopted additional measures to support tourists and tour operators in the field of outbound tourism - the following government acts were published:
- Decree of the Government of the Russian Federation of 15.04.2021 No. 598 "On Amendments to the Rules for refunds to tourists and (or) other customers of sums of money paid by them for a tourist product from the funds of the personal liability fund of the tour operator".
- Order of the Government of the Russian Federation of 15.04.2021 No. 977-r.
Thus, a decision was taken to refund to tourists or other customers the sums paid by them for an outbound tourism product under contracts concluded up to and including 31 March 2020, from the personal liability fund of the outbound tourism tour operator.
Refunds will be made on the basis of a notification of refund submitted by the tour operator to the association of tour operators in outbound tourism. However, the deadline for submitting the notification has been increased from two weeks to one month.
It is also important to note that the amount of the contribution to the reserve fund of the association of tour operators in the field of outbound tourism - the Association "Tourpomosch" - in 2021 will be one rouble, except for the entrance fees of those who have not previously carried out tour operator activities in the field of outbound tourism.
In addition, the annual contribution of an outbound tour operator to the personal liability fund for 2021 is reduced to 0.25% of the total price of overseas tours (instead of 1%) in 2020. Contributions are allowed to be transferred until 15 April 2022.
