Starting from December 1, 2015 the procedure of the applying by a foreign citizen for a temporary and permanent residence permits as well as for Russian citizenship was changed.
Now, for all matters relating to the registration of temporary residence permits, residence permits or Russian citizenship, one shall contact the Office of the Federal Migration Service of Russia in Moscow, located in the building of the Passport and Visa Application Centre (PVC) in Moscow (Novoslobodskaya. 45 bld. B.).
We would like to remind that previously a foreign citizen could apply to the territorial bodies of the FMS of Russia in Moscow, located in each administrative district of Moscow in order to obtain a temporary residence permit, a residence permit and Russian citizenship.
In order to apply for registration of documents a foreign citizen shall provide the full set of documents personally to the Federal Migration Service. In addition, a foreign citizen can use the services of the preparation of documents at the Federal Migration Service (paid service of PVC).
Applying for temporary residence permit
In order to apply for temporary residence permit, a foreign citizen shall apply for a quota first. It shall be done within the first few days of each months. To proceed quota application it usually takes 1 months. After the quota is approved a foreign citizen can apply for temporary residence permit.
A foreign citizen can apply for temporary residence permit on quota-fee grounds. The list of quota-free grounds is available here.
Reception of documents is carried out strictly according to the coupons issued to a foreign citizen personally. These coupons are issued every day at 8.00 a.m. (except weekends). It can take several days of standing in queues in order to obtain a coupon.

Applying for permanent residence permit
Who can apply:
- Foreign citizens residing on the basis of the temporary residence permit in Russia more than a year;
- A citizen of the Republic of Belarus (in respect of themselves and their minor children) - on the basis of international agreements;
- A citizen of the Republic of Turkmenistan, with the confirmed status of voluntary migrants, who arrived on a visa "immigrant" and owned premises in Russia;
- A foreign citizen working in Russia as a highly qualified specialist and his family members;
- A foreign citizen residing on the territory of the RF, which terminated the citizenship of the RF;
- A foreign citizen and family members, who the RF granted political asylum;
- A foreign citizens recognized as carriers of the Russian language in accordance with Article 33.1 of the Federal Law as of May 31, 2002 N 62-FZ "On Citizenship of the RF".

Period for temporary and permanent residence permits processing
For foreign citizens arriving from visa countries, the term of processing of documents for temporary and permanent residence permits is 180 days. For foreign citizens from visa fee-countries, the period of processing is 60 days. After the expiration of the above period foreign citizens should check the status and collect the documents by themselves.
Fingerprint analysis
Before obtaining a residence permit and temporary residence permit a foreign citizen must go through a fingerprint examination. This procedure is proposed to proceed in the PVC building on the third floor.
The validity of the residence permit and the temporary residence permit
A temporary residence permit is issued to a foreign citizen for up to 3 years, this term cannot be extended.
The permanent residence permit is issued to a foreign citizen for up to 5 years. It may be renewed as many times as needed. The next step is to obtain Russian citizenship by a foreign citizen.
