Russia is considering a projected law that should allow labor migrants to change the purpose of coming to this country without leaving its borders.
The Ministry of Internal Affairs of the Russian Federation has developed a new projected law that may simplify the situation of migrants. Previously, the purpose of coming to Russia could be stated when crossing the border and then it was impossible to change it.
The proposed amendments were recently announced by Valentina Kazakova, head of the main Department of the migration service of the Ministry of Internal Affairs of Russia, who submitted the draft law to the Public Council.
If a person came to Russia for education or medical treatment, but then decided to stay here and work, he can change the purpose of the arrival without leaving Russia. Previously, to change the purpose of arrival, the migrant had to leave the country and enter the territory of Russia back.
Jahongir, a migrant from Tajikistan, is not very happy with the proposed amendments to the legislation on the legal status of foreigners in Russia. In his opinion, there are a lot of unclear points in the proposed bill, but at the same time, he believes that if the proposal to change the purpose of travel can be changed while already on the territory of Russia, it can really ease the situation of migrants.
"There will be less expenses, and each time, depending on the opportunities presented, a migrant worker will be able to change the purpose of their trip without leaving this country," he said. - For example, this year students were not able to go back to their homeland due to the pandemic. They had a vacation, but they were left without money, and at the same time they could not go to work, because the purpose of coming to Russia was specified for them to study."
Experts also question several provisions of the new draft law on the legal status of foreign citizens in Russia.
According to Usmon Barotov, head of the uzbek community "Vatandosh", "the reason for the uncertainty is the lack of complete information about the submitted bill."
In general, according to him, with the adoption of this law, labor migrants will no longer be forced to leave the country and this will greatly facilitate their life in a foreign country. But, according to the expert, he doubts that the law will be adopted in the near future. "President Putin in his message, even before the pandemic, said that the institution of temporary residence permit should be excluded and migrants should immediately be issued a residence permit. However, we see in the draft law that it will be adopted only in 2021 and will come into force in 2022. That is, what Putin instructed to do six months ago will be implemented only in two years," Barotov said.
The Ministry of Internal Affairs proposes in a new bill to introduce mandatory fingerprinting of all foreign citizens arriving in Russia. All migrants are expected to be fingerprinted and undergo a medical examination. This information will be entered in the electronic cards or ID card of each migrant. All migrants will be divided into three groups. The first group is migrants arriving for a short – term period of up to 90 days. In accordance with the proposed changes, such migrants can register themselves with the migration service, without the participation of the host party. The new bill also provides for changes in the case of attracting experienced specialists to work in Russia.
According to Valentina Kazakova, "a register of foreign employees, as well as employers in Russia, will be compiled, which will contain accurate data on which employees a particular employer is going to hire, and whether a migrant worker meets these requirements or not. This way they will have more information about each other."
Mikhail Mishustin, the Prime Minister of Russia, recently said at a meeting of the Russian government that Russia intends to facilitate the travel of foreign citizens who have relatives with Russian citizenship in Russia to this country. "These relatives can get a visa for a period of 1 year. Such a visa or permit will be issued on the basis of a simple application of a Russian citizen," Mishustin said.
The Russian authorities say that simplification and transparency of procedures for foreign citizens to enter the country is in Moscow's favor. Last year alone, the Russian budget received more than 60 billion rubles from patents for migrant workers.
