In August of 2016, the meeting between Alexander Gorovoy, the first vice-minister of Internal Affairs of the RF in charge of immigration issues, and the Chief of the Human Rights Council under the President of Russia, representatives of public organizations for immigration issues and the scientific communities concerned with immigration in Russia, was hold.
The activity of state bodies within the execution of the Presidential Decree as of April 5, 2016 №156 «On the improvement of state management in the control of illegal drugs, psychotropic substances and their precursors in the field of immigration» was discussed at the meeting. The priority remains the scope and high quality of public immigration services. The issues of transformation of territorial bodies of the FMS into the Immigration division of territorial bodies of the Russian Interior Ministry were also discussed. The concerns on the dominance of foreign labor in some of the territorial entities of Russia were under discussion as well.
It was also reported that starting from January 1, 2017 the elimination of the temporary placement of Ukrainian citizens and stateless persons who arrived to Russia in extra-masse regime, is provided. They should be included in the regional social services and support system and placed in stationary care institutions of socially disadvantaged categories.
The provisional results of the state program of the assistance to the voluntary resettlement to the RF of compatriots living abroad were considered on the meeting. More than 75 000 participants of the immigration program came to Russia over the past six months in Russia.
The plans to create at the General Directorate of the Russian Interior Ministry immigration advisory body to increase the participation of representatives of the expert community, human rights organizations and the diaspora in the work on the Concept of the state immigration policy of Russia were also announced.
