On June 21, at a meeting, the Federation Council approved a law on the creation of a unified federal sanitary and epidemiological database, which will contain data on the results of medical examinations and examinations of foreign citizens and stateless persons.
According to this law, within thirty days, a foreign citizen who has arrived in the territory of the Russian Federation for the purpose of carrying out labor activities or if a foreign citizen or stateless person wants to obtain a residence permit, work permit or labor patent in the Russian Federation, he must undergo a medical examination at a state or municipal an institution authorized by the highest executive body of state power of a constituent entity of the Russian Federation to conduct such an inspection or survey. This provision will apply to all foreign citizens who arrived in the Russian Federation in order to carry out labor activities.
These medical studies will show whether a foreign citizen is taking narcotic or psychotropic drugs, whether he has HIV-related diseases or other infectious diseases that pose a threat to society.
If it is established that a person is a consumer of narcotic or psychotropic drugs, or suffers from one of the infectious diseases from the list approved by the body authorized by the Cabinet of Ministers, and also that he does not have a certificate of absence of HIV, then the RWP, residence permit and a patent will not be issued , and the existing ones will be canceled.
