According to the law, the list of foreign states on whose territory such service centers will be organized, as well as the requirements for information interaction, are established by the Russian Foreign Ministry.
On March 3, 2023, the Order of the Ministry of Foreign Affairs of Russia No. 2394 of February 14, 2023 was published, approving the list of such states. So far, there is only one state on this list - Turkey.
On March 6, 2023, Order No. 2973 of the Russian Ministry of Foreign Affairs dated February 27, 2023 was published, approving the procedure for such interaction.
According to the Regulations, service centers assist consular offices of Russia in the provision of the following public services:
- registration and issuance of a passport proving the identity of a citizen of Russia (including one containing an electronic storage);
- making changes to the passport proving the identity of a citizen of Russia;
- performance of consular actions related to the execution of documents on issues of Russian citizenship;
- state registration of acts of civil status;
- performance of notarial acts;
- reclamation of documents relating to the rights and interests of citizens and legal entities;
- consular legalization of foreign official documents intended for presentation on the territory of Russia
In order to provide the above public services, the service centers:
a) accept applicants for the purpose of providing information and consulting services on the procedure for performing consular actions;
b) organize the registration of applicants for admission to a foreign institution;
c) at the request of the applicants, perform a preliminary check of the documents necessary for the performance of these actions, for their compliance with the requirements of Russian legislation.
d) receive documents submitted by applicants for the purpose of performing such a consular action, and send them to the consular office (except for cases when, according to Russian legislation, this requires the personal appearance of the applicant at the consular office);
e) issue, on behalf of the foreign office, to the applicants documents that are the result of a consular action (except for cases when, according to Russian legislation, this requires the personal appearance of the applicant at the consular office).
The law came into force 90 days after its official publication, that is, on March 06, 2023. The above by-laws come into force 10 days after their official publication.
