The introduction of these changes is connected with the entry into force on October 26, 2023 of a new law on Russian citizenship (read more about the new law in our news)
By order of the Ministry of Internal Affairs No. 502 of October 26, 2023, a number of old forms of documents established by the by-laws of the old law on Russian citizenship are canceled, namely:
- a certificate form on acceptance for consideration of an application for recognition as a citizen of Russia or for admission to citizenship of Russia
- the form of a blank identity document for the period of consideration of an application for recognition as a citizen of Russia or for admission to citizenship of Russia
Also, the canceled order established the validity period of the temporary document.
In accordance with paragraph 4 of Art. 14 of the new law on citizenship, the procedure for filing an application for admission to Russian citizenship, consideration of such applications and making a decision on admission to Russian citizenship, including forms of documents, will be determined by the regulation on the procedure for considering issues of Russian citizenship, issued on the basis of the new law. The current Regulation was issued in pursuance of the Federal Law of May 31, 2002 No. 62-FZ “On Citizenship of Russia” and will cease to be valid with the termination of the old law on citizenship and the entry into force of the new one, that is, October 26, 2023.
The second order to be canceled cancels the Order of the Ministry of Internal Affairs of Russia dated April 16, 2020 N 227 "On the organization of the work of commissions for the recognition of a foreign citizen or stateless person as a native speaker of the Russian language", because from October 26, 2023, a new Federal Law of April 28, 2023 No. 138-FZ "On Citizenship of Russia" comes into force, in which there is no such basis for acquiring Russian citizenship.
Order No. 502 dated July 10, 2023 comes into force on October 26, 2023, that is, simultaneously with the entry into force of the new law on citizenship.
