We wrote about this decree earlier, at the stage when it was a draft.
Compared to the draft, no changes were made to the published decree.
According to the Decree, repatriates are compatriots who have expressed a desire to move to Russia, from among:
- Russian citizens permanently residing abroad as of February 24, 2022;
- former citizens of Russia;
- persons born or permanently residing on the territory of the RSFSR and who were former citizens of the former USSR;
- persons who have relatives in a direct ascending line, who were born or permanently resided on the territory of the RSFSR or the territory that belonged to the Russian Empire or the USSR, within the State Border of Russia and who had the appropriate citizenship.
Repatriates will be exempt from confirming Russian language proficiency. They will have the right to choose for resettlement any subject of the Russian Federation, including those not participating in the implementation of the State Program for Assisting Compatriots Residing Abroad in Their Voluntary Resettlement to Russia (including Moscow, the Moscow region and St. Petersburg), but in the case of moving for permanent residence in another subject of the Russian Federation, the status of a State program participant is lost.
