The document was signed by the parties on September 15, 2021 in Dushanbe and ratified by Tajikistan in 2022.
Its subject is all types of insurance pensions, and its effect applies to citizens of Russia and Tajikistan, as well as members of their families. This agreement establishes the distribution of the financial responsibility of the parties for the insurance coverage of pension rights of citizens of Russia and Tajikistan acquired on the territory of these states, on the principle of proportionality.
According to the agreement, a pensioner who has moved to another country can decide where it is convenient for him to receive a pension. In the period from 2022 to 2023 in Russia, the number of pensioners with citizenship of Tajikistan will be 3.9 thousand people, by 2024. - 8.2 thousand people.
The explanatory note states that when determining the right to an old-age insurance pension in Russia, the value of the individual pension coefficient is determined for periods of service acquired in the territory of Russia, as well as in the territory of the former RSFSR.
