The law introduces the following changes:
• persons who voluntarily renounced Russian citizenship may stay in Russia for 90 days from the date of filing a notice of renunciation of Russian citizenship;
• persons deprived of Russian citizenship for providing false or invalid documents or providing false information about themselves are required to leave the territory of Russia within 15 days from the date of their notification of deprivation of Russian citizenship;
• persons whose Russian citizenship was terminated on the basis of Federal Law No. 62 "On Russian Citizenship" and who are in Russia with an unsettled legal status have the right to temporarily stay in Russia until 23.01.2025;
• persons who have applied for a temporary identity card for a stateless person have the right to stay in Russia during the consideration of their application;
• persons included in the register of controlled persons cannot register as an individual entrepreneur (IE);
• grounds have appeared for obtaining a temporary residence permit in a simplified manner for those who have a relative in the direct ascending line who was born or permanently resided in the territory of the RSFSR or in the territory that belonged to the Russian Empire or the USSR, within the state border of Russia;
• the right to a simplified procedure for obtaining a residence permit is granted to foreign qualified specialists if they have been employed for 1 year prior to the date of application for a residence permit (subparagraph 10 of paragraph 2 of Article 8 of Law 115-FZ) in a profession from the list approved by Order of the Ministry of Labor of Russia dated 15.05.2023 N 460n.
The law entered into force on 08.01.2025.
