The main changes are the following:
1. The form of the Notice of Arrival of a Foreign Citizen has changed. The new form takes effect January 1, 2023.
2. The list of documents provided for migration registration is given. These documents are the following:
- Identity document (submission by a stateless person is not required)
- Residence permit or temporary residence permit for a stateless person (temporary residence permit for the purpose of obtaining education of a stateless person), or an identity document of a foreign citizen, in which a mark on a temporary residence permit or a mark on a temporary residence permit for the purposes of getting an education.
- Documents confirming the right to use the residential premises and their copies - in the absence of this information contained in these documents, at the disposal of the bodies providing migration registration services
3. It is explicitly stated that multifunctional centers for the provision of state and municipal services may refuse to accept documents for migration registration (they are not required to indicate the grounds for this). It was also clarified that the state service for migration registration through a complex request multifunctional centers for the provision of state and municipal services (providing two or more state and (or) municipal services in multifunctional centers with a single application by the applicant (Article 15.1 of the Federal Law dated July 27, 2010 N 210-FZ "On the organization of the provision of state and municipal services) is not provided.
4. It is indicated that the amount of the state fee charged for the provision of public services is posted on the Gosuslugi Portal.
The state fee is still charged only for the registration of a foreign citizen or a stateless person at the place of residence in Russia, its amount is 350 rubles (clause 19 clause 1 article 333.28 of the Tax Code of Russia). In the case of filing an application for registration and paying the appropriate state fee using the Gosuslugi portal, the state fee is charged taking into account the coefficient of 0.7 of the amount of fee (clause 67 of the Order of the Ministry of Internal Affairs of Russia of December 10, 2020 N 856 "On approval of the Administrative Regulations...")
5. A stateless person has the right not to provide a migration card if such a person has a temporary identity card of a stateless person, and a stateless person may not provide an identity card.
6. The period of registration at the place of residence has been specified if there is a TRP for the purpose of education - registration is carried out for the period of validity of the document confirming the right to use residential premises, but not more than the period of validity of a temporary residence permit for the purpose of obtaining education.
7. The result of the provision of the state service for migration registration will be the registration of a foreign citizen at the place of residence, which is formalized by putting a mark on the acceptance of the notification by the official (previously the result was a mark confirming that the receiving party and the foreign citizen or stateless person have completed the actions necessary for registration at the place of residence).
