Later we have announced that in order to enter Russia, HQS shall be included to a special list sent by the appropriate executive authority to FSB and MVD of Russia.
But a lot of companies, including credit organisation were not able to arrange this procedure. The reason is that credit organisations are controlled by Centrobank, which is stipulated in i. 9, art. 4 of 86-FZ on "Central bank of the Russian Federation (Bank of Russia)". But Centrobank is not an executive authority.
Moreover, the executive authority responsible for sending HQS lists upon requests of credit organisations was not established by the Decree of Russian Government №635-р or other legal documents.
We would like to inform that we were able to confirm the above metioned lists with the appropriate authorities for employees of credit organisations. There are some specifics in this procedure, as a copy of labor agreement shall be provided as well the confirmation that a foreign specialist cannot fulfill remote employment.
