Confidence Group received the official explanation from the Ministry of Internal Affairs regarding the registration of foreign citizens in the cities of the Confederations Cup 2017 and the 2018 FIFA World Cup.
On May 9, 2017 in connection with the Confederations Cup 2017 and the 2018 FIFA World Cup the President of Russia adopted the Decree No. 202 imposing restrictions on the arrival and stay of Russian and foreign citizens in the cities where the events are held.
The paragraph "d" of art. 4 of this Decree provides that in Kazan, Moscow, St. Petersburg, Sochi starting from June 01 and ending July 12, 2017, as well as in Volgograd, Ekaterinburg, Kazan, Kaliningrad, Moscow, Nizhny Novgorod, Rostov-on-Don, Samara, St. Petersburg, Saransk, Sochi from May 25 to July 25, 2018 registration at the place of stay or registration at the place of residence of foreign citizens and stateless persons (arrived for temporary stay or permanent residence) is carried out within one day on the day of their arrival at the place of stay or residence with the presentation of the documents provided by the legislation of the RF, by the receiving party either directly by foreign citizens or stateless persons in the relevant territorial authority of the Ministry of Internal Affairs.
Thus, the migration registration of foreign citizens must be carried out within one day. This requirement does not apply only to foreign citizens and stateless persons who are participants of the World Cup, Confederation Cup, as well as representatives of FIFA, affiliated organizations of FIFA, confederations and national football associations included in the FIFA lists.
Confidence Group sent to the Department of MIA of Russia on migration issues a request that asked whether the obligatory migration registration within one day extends to certain categories of foreign citizens (highly qualified specialists, etc.). We also asked what should we did if the foreign citizen arrived at the place of residence or residence on a weekend or a holiday?
Department of MIA of Russia on migration issues reported that this procedure applies to all categories of foreign citizens. It was also reported that in order to timely carry out migration registration of foreign citizens in the subdivisions of the Ministry of Internal Affairs of the Russian Federation, the territorial bodies will also work on weekends and holidays.
At the same time, we inform that July 12, 2017 is the last day of the operation of such a special order, and from July 13, 2017, the general order of registration for migration registration will operate in these cities.
In the period from May 25 to July 25, 2018, a similar procedure for migration registration will operate in the cities hosting the World Cup.
