Despite the fact that in the order of the Government of the Russian Federation dated June 25, 2020 No. 1671-р, which amends the order of the Government dated March 16, 2020 No. 635-р, among the exceptions it is indicated that the HQS, when included in the lists of the FBI and the Ministry of Internal Affairs, can enter once, many believe that this can be interpreted so that a single entry is allowed within the framework of one entry into the lists and, if the HQS is added in the lists each time, then he will be allowed to enter multiple times.
This opinion is supported by the fact that re-entry into the HQS lists is not difficult, and we know many cases when the HQS entered Russia multiple times.
However, we want to additionally draw attention to the fact that the HQS managed to re-enter only due to the carelessness of the border guards.
