At a meeting of the Commission of the United Russia General Council on International Cooperation and Support for Compatriots Abroad, the Minister of Foreign Affairs of Russia, Sergei Lavrov, said: “At the moment, a draft decree of the President of Russia is being developed on retaliatory visa measures in connection with the “unfriendly” actions of a number of foreign states. This act will introduce a number of restrictions on entry into Russia.” Confidence Group believes that these restrictions will not apply to foreign citizens who have a residence permit in Russia. In addition, this decree will facilitate entry into the country for foreign citizens and stateless persons who have a direct connection with Russia. Visas for them will be increased to 1 year.
We remind you that the list of foreign states and territories that commit unfriendly actions against Russia, Russian legal entities and individuals was approved by order of the Government of Russia dated 05.03.2022 No. 430-r.
However, the draft of this decree is not yet in the public domain, so it is impossible to talk about what kind of restrictions we are talking about. At the same time, we recommend that foreign citizens planning to enter Russia do not delay this, and enter until the discussed restrictions are introduced.
In any case, we are closely monitoring the situation and will notify you of any changes.
We also draw your attention to the fact that the concept of “persons having direct links with Russia” has not been clarified. It is possible that this category may include relatives of citizens of Russia or foreign citizens who have documents for living in Russia, such as a temporary residence permit, a residence permit.
