The agreement on the pension rights of CIS citizens was signed in Moscow on March 13, 1992. Armenia, Belarus, Kazakhstan, Kyrgyzstan, Moldova, Tajikistan, Turkmenistan, Uzbekistan and Ukraine were also its participants. The agreement provided that when establishing the right to a pension for citizens of each of the participating countries, the length of service acquired in the territory of the former USSR was taken into account. As noted in the accompanying documents to the law, this agreement has successfully fulfilled its task "to take into account the interests of those generations of citizens who had work experience in the USSR."
The signed on June 8, 2022 document allows Russia to withdraw from the agreement from January 1, 2023. In particular, as follows from the explanatory note, such a measure will ensure savings in the budget funds of the Pension Fund of Russia.
Currently, work is underway to conclude new bilateral agreements in the pension sector, based on the principle of proportionality.
Some of the new agreements have already been signed – in 2019, Russia signed new agreements with Armenia, Belarus, Kazakhstan and Kyrgyzstan, in 2021 – with Tajikistan. Negotiations are also underway with Moldova and Uzbekistan.
