Currently, the Ministry of Internal Affairs (police) can draw up protocols on administrative offenses, for which administrative expulsion from Russia can be imposed by the court as an administrative penalty. The decision on administrative expulsion is currently made only by the court, and the execution of the punishment is carried out by the bailiff service.
According to the explanatory note, the draft law is designed to eliminate duplication of the institutions of administrative expulsion and deportation, and is aimed at unifying the mechanisms of deportation and administrative expulsion of foreign citizens and concentrating the powers to expel them with the internal affairs bodies (police).
