With the reference to our news, the Ministry of Economic Development explained that in order to enter the territory of the Russian Federation foreign citizens - owners or general managers of enterprises operating in the Russian Federation, and foreign citizens for their participation in negotiations on the implementation of investment projects (foreign investors) need that an enterprise interested in their entry has sent a corresponding petition to the senior official of the constituent entity of the Russian Federation in whose territory it operates. For example, in the case of Moscow, this petition must be sent to the mayor of Moscow, Sergei Semyonovich Sobyanin.
The petition must contain:
- the purpose of the entry of the foreign investor;
- justification of the need for his entry;
- assessment of the expected impact on the economy of the constituent entity of the Russian Federation, the investment project planned for implementation on the territory of the corresponding constituent entity of the Russian Federation,
- copies of valid documents of a foreign investor: passport and visas, if applicable;
- guarantees for a foreign investor to comply with sanitary and epidemiological requirements established in the territory of the Russian Federation;
- information about the expected date of entry and about the airport where he/she will across the state border of the Russian Federation.
- consent to the processing of personal data filled in by foreign investors.
Further, the constituent entity of the Russian Federation assesses the compliance of the foreign investor with the criteria provided for by the Algorithm. And on the basis of applications by the constituent entities of the Russian Federation, it will form and send lists of foreign investors for entry to the Ministry of Economic Development of Russia, which subsequently sends these lists to the controlling authorities (the Ministry of Internal Affairs of Russia and the FSB of Russia).
Please note that the Requirements for investment projects, for the implementation of which a foreign investor is invited, have not been established by the regulatory legal acts of the Government of the Russian Federation. The decision on the entry of a foreign investor is entrusted to the receiving constituent entity of the Russian Federation, taking into account the assessment of the significance and expected impact of the business plans of the foreign investor on the economy of the constituent entity of the Russian Federation.
