Media spread rumors on the possibility of transfer of some of immigration service powers to other public bodies after the FMS abolition in April 2016.
Thus, the power to take an exam for foreign citizens wishing to obtain a patent or a work permit may be transferred to Education and Science Ministry of Russia, as there is the criticism of the current system of reception of examinations, which is accused of inefficiency.
The Ministry of Education and Science of Russia promotes this initiative suggesting appropriate amendments to the legal regulation.
There are plans to include the item "the carrying out for foreign citizens of the exam of Russian as a foreign language, the history and law of Russia in order to obtain a permit or a patent for work" into the list of powers of Education and science Ministry in the Federal Law "On Education in Russia". There is also an idea to transfer the authority of the control of the process and the issuance of certificates to the Federal Education and Science Supervision Service. Perhaps, these actions will be accompanied by the obligation to pay the state fee.
Now the cost of migrant tests is set by each territorial entity of Russia. In case of the transfer of authority to the Education and science Ministry, it is expected that Education and science Ministry will establish the unified cost for whole Russia.
There are also rumors in the media, that the Russian Ministry of Health may be authorized for the full control over the issuance of medical certificates for migrants.
All these initiatives are under discussion, they are not much likely to be approved, since these proposals were evaluated ambiguous in the expert community and the Russian Interior Ministry.
