This decree introduces changes that allow registration at the place of stay, as well as removal from registration at the place of stay and place of residence of foreign citizens, including on the basis of information obtained from the Unified State Register of Civil Registry Offices, namely:
- removal of a foreign citizen from registration at the place of residence in the event of death or the entry into force of a court decision on declaring him missing or declaring him dead
- removal from registration of a foreign citizen at the place of residence in the event of death or the entry into force of a court decision on declaring him missing or declaring him dead. In this case, an official of the territorial body of the Ministry of Internal Affairs of Russia removes the registration of such a citizen within 1 working day from the date of receipt of this information.
- registration at the place of residence of a foreign citizen under the age of 1 year who was born in the territory of Russia, who did not travel abroad and does not have a document proving the identity of a foreign citizen. In this case, the birth certificate may also not be provided.
The changes came into force on the day of publication of the resolution, that is, June 7, 2023.
